Overview

ZENETEX specializes in management and technology support services for a variety of federal agencies and commercial organizations. We have an immediate opportunity for a dynamic, highly motivated, and well organized Contractor Program Security Officer based in our California, MD office. 

Primary Duties and Responsibilities

This role will require the ability to work independently and establish and maintain working relationships with supervisors, colleagues, customers and other government agencies as needed. This role will also be responsible for all document control functions and procedures for secure operation of all materials and media. Responsibilities include:

  • Develop, train and maintain personnel on facility standard operating procedures (SOP) and other appropriate guidelines.
  • Administer self- inspections for security audits and develop a corrective action plan as needed.
  • Establish and maintain all office and security documents in accordance with government requirements and provide weekly updates to the customer.
  • Manage Program Access Requests process and preparation of PARs and program indoctrination. Assist obtaining information and review packages for accuracy.
  • Maintain access control rosters and establish a visitor control program giving guidance to the Access Control Security Specialist (24/7/365 access).
  • Initiate, process, and maintain clearances through JPAS and prepare, transmit, and maintain visit certification letters
  • Coordinate with customer security representative for processing and maintaining employee clearances.
  • Responsible for document control functions and develops procedures to ensure all materials and media contain proper classification markings, wrapping, cover sheets, handling and transmission of classified data is in accordance with security guidelines. Prepare documents for external distribution and processing. Prepare receipts and wrapping as needed.
  • Establish and oversee specialized procedures for transmission of material by secure fax, courier and registered mail. Provide daily setup and operations of secure fax machines. Develop and maintain a log of outgoing/incoming material.
  • Oversee escort duties to ensure mail retrieved weekly. Pick up mail as needed. Prepare courier authorization documentation. Perform courier services as needed.
  • Conduct document control functions including entering data properly, develop and oversee receipt and dispatch requirements, organizing original and copies of documents, providing document holdings lists, managing SIMS database, and perform 100% inventory of classified documents assigned to others/office.
  • Oversee and assist functions assigned to the Facility Security Officer and Security Specialist.
  • Assist with entering data into the physical security tracking database as needed
  • Develop and maintain the SOP, SETA, and other required security documentation and Security Operation Plans.

Education and Experience Requirements

  • High School Diploma
  • TS with SCI(SSBI within 4.5 years)
  • 2 - 4 years’ of experience managing standard operating procedures and supporting Special Access Programs
  • 2 - 4 years’ of experience managing PAR process
  • Working knowledge of security manuals, directives, and Executive Orders (NISPOM, JAFAN series, Govt Instructions, etc.). 
  • Working knowledge of JPAS
  • Experience as Document Control or working knowledge of document control functions  
  • Experience as Contract Program Security Officer or working knowledge of Program Security Officer functions

Desired Qualifications

  • Bachelor’s degree 
  • Security Fundamentals Professional Certification desired 
  • Formal Special Access Program training 
  • Experience with SIMS or Automated Data Control Systems for documents 

Security Clearance

  •  This position will require an active Top Secret level security clearance based on a current SSBI
