Overview

ZENETEX specializes in management and technology support services for a variety of federal agencies and commercial organizations. We have an contingent opportunity for a Security Cooperation Analyst/Logistics Specialist to support international deliveries of Building Partnership Capacity articles for Secuirty Assistance and Security Coooperation programs by the NAVSUP Joint Consolidation Point in Mechanicsburg, PA.

Primary Duties and Responsibilities

  • Monitors, tracks, captures and maintains metrics of completed, current and future Partner Nation capacity building programs from concept development through execution and closure
  • Maintains source documents of security cooperation programs
  • Tracks changes to program documents, particularly via the Security Cooperation Information Portal (SCIP)
  • Synchronizes equipping efforts with training events and validates delivery timelines support training efforts for partner nation capability building
  • Develops and submits routine reports regarding status and updates for all train and equip activities to stakeholders
  • Plans and manages logistic support to forces to achieve partner nation capacity building program objectives
  • Provides SME review of development program equipment lists and catalogs to ensure compliance with program requirements and identify gaps in development programs, particularly during proposal development and later Program Management Reviews (PMRs)
  • Plans and manages logistic support to forces to achieve partner nation capacity building program objectives
  • Ensures equipping, supply, service logistic requirements are fully integrated from the concept development through case closure by working in conjunction with Interagency Partners, strategic planners, component forces, implementing agencies and transportation agencies 
  • Provides routine briefing of Train and Equip program activities to senior leadership at biweekly synchronization meetings
  • Assist US Embassy Office of Security Cooperation (OSC), Defense Security Cooperation Agency (DSCA) and United States Army Security Assistance Command (USASAC) in the receipt and documented handover of granted Global Train and Equip Equipment in accordance with Security Assistance Management Manual (SAMM), Chapter 15
  • Recommends solutions to critical problems affecting the administration and/or performance of delivery of granted articles to partner nation forces

Education and Experience Requirements

 

Experience Requirements

  • Detailed knowledge of Africa tactical equipment to include:  vehicles, communications, weapons, medical, and OCIE, air mobility and ISR
  • Knowledge of use of Security Cooperation Information Portal (SCIP) including the ability to generate customized reports
  • Knowledge of Use of Global Theater Cooperation Management Information System (G-TSCMIS)

Desired Education and Experience

  • Minimum of three years of experience in the development or execution of AFRICOM AOR Security Cooperation Programs valued at the COCOM, Component or Tactical Level
  • DISAM LEVEL III Certification or equivalent
  • Experience with basic SharePoint 2007/2010 tools, including the ability to create and maintain lists, libraries, calendars, users and sites
  • Ability to use collaboration tools such as Phone Conferences, VTC, DCO and Chat
  • Ability to maintain a Secret Clearance
  • Advanced Microsoft Office (Excel, Word, Power Point) skills, including the ability to create and maintain linked documents, charts, graphs and presentations
  • Ability to employ basic project management skills in order to plan and execute security cooperation/capacity building logistics operations
  • Demonstrated ability to rapidly identify and establish rapport with Component, Service and Agency representatives
  • High level of communications skills, including the ability to write and present material at senior levels
  • Skill in Program Management 

Security Clearance

  • This position will require U.S. citizenship and the ability to obtain and maintain a DoD Secret security clearance. Active clearance highly desired.
