    ZENETEX specializes in management and technology support services for a variety of federal agencies and commercial organizations. We have an opportunity for a Security Cooperation Analyst/Transportation Specialist to support international deliveries of Building Partnership Capacity articles for Secuirty Assistance and Security Coooperation programs by the NAVSUP Joint Consolidation Point in Mechanicsburg, PA.

    Primary Duties and Responsibilities

    • Verify, review, and identify discrepancies on shipment documents and assist the transportation department in managing and coordinating shipments. 
    • Coordinate, review and draft initial Performance Work Statements requirements for solicitation to potential transportation carriers to move material to countries outside the US.  Working knowledge of TRANSCOM solicitation procedures and guidelines is a plus.
    • Prepare packing lists and commercial invoices for Transportation Officer (TO) approval/signature.  Apply U.S. Department of State requirements for shipments to foreign countries.
    • Review shipment requirements, valuate shipment bills of lading to ensure conformance in accordance with Defense Transportation Regulations.
    • Prepare Export Traffic Release Requests (ETRRs) in accordance with Defense Transportation Regulations and process ETRRs as required by the receiving agents, coordinate the distribution with assigned providers as required by delivery classification; provide weekly updates on delivery status and prepare shipment documents for TO approval
    • Prepare, submit and track requirements to include customs clearances and provide shipment information to include associated Transportation Account Codes (TAC) and cost to the Business Analyst for payment.
    • Prepare agendas and coordinate and schedule pre-shipment and post shipment conference calls with transportation carriers.
    • Document the loss, shortage or damage of Government material to support the filing of claims against Transportation providers for Government reimbursement; coordinate with carrier, carrier agent and the receiving customer to receive the required documents to process the Transportation Discrepancy Report (TDR).
    • Perform clerical duties to manage transportation activities. Report monthly TO metrics for quality, service and cost. Develop new metrics related to transportation analysis. Maintain and update regularly the transportation operational snapshot report. Update shipment status board as necessary; attend daily and weekly directorate meetings as required.
    • Recommends solutions to critical transportation problems affecting the administration and/or performance of delivery of granted articles to partner nation forces

    Education and Experience Requirements

     

    Experience Requirements

    • Detailed knowledge of Department of Defense Transportation policies, procedures and regulations
    • Knowledge of use of Security Cooperation Information Portal (SCIP) including the ability to generate customized reports

    Desired Education and Experience

    • Minimum of three years of experience in the development or execution of AFRICOM AOR Security Cooperation Programs valued at the COCOM, Component or Tactical Level
    • DISAM LEVEL III Certification or equivalent
    • Experience with basic SharePoint 2007/2010 tools, including the ability to create and maintain lists, libraries, calendars, users and sites
    • Ability to use collaboration tools such as Phone Conferences, VTC, DCO and Chat
    • Ability to maintain a Secret Clearance
    • Advanced Microsoft Office (Excel, Word, Power Point) skills, including the ability to create and maintain linked documents, charts, graphs and presentations
    • Ability to employ basic project management skills in order to plan and execute security cooperation/capacity building logistics operations
    • Demonstrated ability to rapidly identify and establish rapport with Component, Service and Agency representatives
    • High level of communications skills, including the ability to write and present material at senior levels
    • Skill in Program Management 

    Security Clearance

    • This position will require U.S. citizenship and the ability to obtain and maintain a DoD Secret security clearance. Active clearance highly desired.
