     ZENETEX  specializes in management and technology support services for a variety of federal agencies and commercial organizations. We have an opportunity for a highly accomplished Senior Contractor Program Security Officer to join a proactive, energetic and successful department. This position will Serve as the principal security assistant to the Federal Government Program Security Officer. The Senior Contractor Program Security Officer (CPSO) shall manage the personnel security, physical security, document control, information security, security education, and visitor control programs under the direction of the Government Program Security Officer. This position will be located in Arlington, VA.

    Primary Duties and Responsibilities

    • Physical Security
      • Storage container management
      • Assisting in opening/closing the Program Facility
      • Generate and maintain physical security documentation
      • Prepare for and conduct inspections and self-assessments, prepare and execute corrective actions plans
      • Prepare and coordinate requirements and documentation for an Intrusion Detection System (IDS)
      • Perform periodic entry/exit inspections in accordance with building and/or facility policies and procedures
    • Document Management and Control (Information Security)
      • Maintain transmission, control, storage distribution, and destruction of classified documents, media, and other materials
      • Information Management System IMS experience is needed for administrative tracking of all material coming into or going out of the Document Management center (DMC)
        • Activities include maintaining lists of personnel with office codes, addresses and telephone numbers, and maintaining records of all accountable documents in the custody of each person
    • Security Education
      • Establish a Security Education and Training Assistance program
      • Attendant to this is providing training and documentation, developing and conduction security program indoctrination briefs/de-briefs, and annual refresher training for all program personnel
    • Visitor Control and Badging
      • Manage the visitor control program in accordance with governing directives to include preparation/receipt of visit notifications, visitor identification, preparation of badges, and visitor escorts
      • Maintain the badging system and access roster
      • Maintain databases of program visit certifications
    • Develop, coordinate and execute program Facility Standard Operating Procedures (SOP)
    • Identify problems, develop reports, and conduct inquiries into actual or suspected security infractions and incidents
    • Serve as a Communications Security (COMSEC) Material Custodian
      • Set-up and operate cryptographic equipment
    • Serve as the Top-Secret Control Officer (TSCO)
      • Manipulate the IMS database to sort and review in differing formats
      • Document Control Daily Support to include entering document information into the automated system and ensuring each document is described with a control record
      • Maintain a physical filing system, and maintain a list of all incoming, filed, and outgoing documents
      • Prepare, copy, and properly wrap documents for post office mailing and courier handling and shipment with proper security classification and markings
      • Inventory Control Support listing each document by safe number, or other format
      • Provide secure facsimile and electronic mail operation support with attendant tracking systems for document control
      • Provide courier documentation and training
    • Provide Data Transfer Support to include Assured File Transfers (AFT’s) High-to-Low and Low-High in accordance with established program procedures
    • Conduct Personnel Security Support
      • Operate and manage (retrieve and input) information from the government’s Security Management Automated Database
      • Maintain and certify Special Access Required (SAR) and SCI visitor accesses
      • Track all in-coming and outgoing Personnel Access Requests (PARs)
      • Conduct initial reviews of all PAR packages
      • Run JPAS, DCII, and SH for all incoming PARs
      • Verify data through JADS
      • Ensure accurate and timely updates of personnel briefings and debriefings in JADS
      • Process incoming Common Access Card (CAC) requests

    Education and Experience Requirements

    • Associate’s Degree
    • A minimum of 7 years administrative security experience in Specially Access Program (SAP) and or Secure Compartmented Information (SCI) Federal government programs; Department of Defense/Navy preferred
    • Strong written and verbal communications ability to work side by side with senior Federal government managers
    • Information Management System IMS experience is required
    • Confidence to learn office procedures rapidly and once learned, conduct and manage office security operations with minimal oversight
    • Possess Defense Security Service’s Security Fundamentals Professional Certification (SFPC) or commit to earning the certification within 12 months from the point of hire

    Security Clearance

    • This position will require U.S. citizenship and the ability to obtain and maintain a DoD Top Secret security clearance. Active clearance highly desired.
