    ZENETEX specializes in management and technology support services for a variety of federal agencies and commercial organizations. We have an opportunity for a Delivery Team Specialist to support international deliveries of Building Partner Capacity articles for Security Assistance and Security Cooperation programs by the NAVSUP Joint Consolidation Point in Mechanicsburg, PA.

    Primary Duties and Responsibilities

    • Coordinating with the Implementing Agencies and Life Cycle Management Commands to receive weekly updates on all outstanding shipments including estimated availability dates.
    • Updating documents that capture the following pertinent delivery data for each movement. These documents will correlate back to the CN to LOA crosswalk.
      • Country, Case ID, Case Line Number, Requisition number, Nomenclature, Qty
      • Estimated Ship Date to JCP
      • Actual Receipt Date at JCP
      • Estimated Delivery Date to Final Destination
      • Pertinent Delivery Information, including when required documents are provided to SCO
      • Actual Delivery Dates, including pickup date at JCP and arrival date in-country
    • Provide advance notification to SCO upon cutoff date at JCP.
      • Confirm Ship to address, Mark for address, MAPAC, USG POC, MHE requirements, Delivery blackout dates, and whether a Delivery Assistance Team member is requested
    • Update JCP SCN with this address information and inform JCP during GPS telecon that action is complete.
    • Provide the SCO with the following documents prior to pickup date at JCP:
      • Finalized copies of DD1149s
      • Delivery Report (Excel format of 1149s)
      • Copies of Hazardous Goods Documentation (caution statements, DG decs, etc)
      • Invoice
      • Packing List
      • Airway Bill
      • Transportation Plan
      • Delivery Marking Brief (with pictures)
    • Update the SCO with all pertinent delivery milestones, including:
    • When the PWS was solicited to carriers with tentative pickup and delivery dates.
    • When the PWS is awarded to a specific carrier with actual pickup and delivery dates.
    • Include the SCO on pre-shipment coordination conference calls to review the plan for upcoming delivery.
    • Include the SCO on post-shipment coordination conference calls to review how the shipment went.
    • All in-transit delivery milestones with the carrier:
      • Pickup at JCP complete
      • Arrived at APOD (ex: JFK)
      • Departed APOD (ex: JFK)
      • Arrived at airport in-country
      • Trucks depart airport in-country
      • Trucks arrived at final destination
      • All trucks offload at final destination
    • Coordinate with the JCP Transportation Officers on the Performance Work Statement to ensure all requests from SCO are included on contract with selected carrier.
    • Acquire a signed receipt within 30 days of delivery per SAMM, Chapter 15
    • Manage Post Shipment Surveys including providing metrics when requested
    • Update case and case line remarks at DSCA level upon receipt of articles at final destination
    • Update JCP SCN with all pertinent delivery data
    • Upload all pertinent delivery documentation (1149s, invoice, packing list, AWB, transportation plan, Delivery Marking Brief, receipt) after receipt of articles at final destination
    • Update CN to LOA Crosswalk after receipt of articles at final destination

    Education and Experience Requirements


    • Preferred Bachelor’s Degree, with a preferred area of study in Business and/or Supply Chain Management
    • Preferred 3.0 GPA or higher upon graduation
    • Advanced Microsoft Office (Excel, Word, PowerPoint) skills including the ability to create and maintain linked documents, charts, graphs, and presentations
    • Skill in Program Management
    • High level of communication skills, including the ability to write and present material at senior levels
    • Demonstrated ability to rapidly identify and establish rapport with COCOM, Security Cooperation Officers, Implementing Agency, and Life Cycle Management representatives
    • Ability to employ basic project management skills to plan and execute security cooperation/capacity building logistics
    • Knowledge of and use of Security Cooperation Information Portal’s (SCIP) Security Cooperation Management Suite (SCMS), including the ability to input data and run reports
    • Ability to track multiple shipments simultaneously – Organization is key

    Security Clearance

    • This position will require U.S. citizenship and an active DoD Secret clearance.
