Contractor Program Security Officer  (CPSO) -  Fort Belvoir, Virginia

A brand new contract award has created the opportunity for a Contractor Program Security Officer; this position will support a government agency located in Fort Belvoir, VA. The CPSO will develop and implement multi-disciplined security program for complex, major acquisition programs and must be knowledgeable of personnel, industrial, physical, IT/IA, and information security principles.

Description

  • Provide all facets of program security administration in support of program initiatives, to include personnel, physical, information, industrial, and SCI security
  • Prepare Co-Utilization Agreements (CUAs), Memoranda of Understanding (MOUs), and Memoranda of Agreement (MOAs) for review and approval
  • Develop and review SOPs; maintain SOP facility folder
  • Participate in self-inspection activities
  • Conduct security oversight inspections and staff assistance visits (SAVs); prepare inspection or SAV reports, monitor progress of corrective actions
  • Attend program meetings as security representative
  • Perform Program indoctrination briefings, refresher training, and debriefings
  • Manage Program Access Request (PAR) program to include preparing PARs, letters of compelling need (LOCNs), indoctrination agreements (SAPIAs); reviewing Pre-Screening Questionnaires (PSQs) and templates, and personnel financial statements (PFS)
  • Manage adverse information, foreign contact, and foreign travel reports
  • Verify and update Program Access Rosters
  • Prepare and maintain personnel security files (PSFs)
  • Prepare, transmit, and receive visitor access requests (VARs); verify visitor clearances
  • Assist the program manager with annual program access validations
  • Update security management database to document personnel accesses, debriefs, and suspensions
  • Provide guidance and oversight to defense contractors
  • Prepare, review and coordinate DD 254s
  • Provide day-to-day security management and oversight of the SAPFs/SCIFs
  • Review Fixed Facility Checklists (FFCs) and make corrective recommendations
  • Implement all applicable requirements to maintain Facility Intrusion Detection Systems (IDS)
  • Maintain all required facility paperwork and accreditations and coordinate tests, inspections, and repairs of program facilities
  • Ensure proper handling and marking of classified materials
  • Account for all TS Material; maintain TSCO Logbook 
  • Inventory and label all existing media within facility
  • Perform document control functions such as document receipt/dispatch, secure fax transmissions
  • Develop security plans and procedures for safeguarding classified information
  • Conduct annual inventory of accountable classified material
  • Assist with the Security Awareness and Education program; reviews inspection results to correlate training products and priorities
  • Monitor security incidents
  • Identify and requisition equipment and supply needs

Qualifications

  • Must have 3-10 years of experience as a Contractor Program Security Officer (CPSO) with at least 3 cumulative years in an acquisition program. The last program-related position must be within the last nine months
  • Bachelor's degree, or a combination of lower-level education, formal training and experience beyond the Journeyman baseline
  • Excellent written and verbal communication skills are required
  • Experience with the Joint Personnel Adjudication System (JPAS) and Defense Information System for Security (DISS) required
  • Must have the ability for CONUS travel approximately two weeks per year (up to 25%)
