Position Overview

ZENETEX specializes in management and technology support services for a variety of Federal agencies and commercial organizations nationwide. “Because Service Matters” is our corporate cultural philosophy that brings total focus to both our employees and our customers. A brand new (five year) contract award has created the opportunity for an experienced Contractor Program Security Officer (CPSO). In this position, you will provide program security management and facility security administration in support of our government customer located in Fallon, NV. The ideal candidate will be knowledgeable in personnel, information, physical, and technical security actions and procedures as they relate to special programs. This is an exciting opportunity to be a part of a brand new DoD initiative! 

Description

The CPSO will provide diligent oversight of the following program activities:

  • Assist in management of the Personnel Security Program to include reviews of reported derogatory information on program-briefed personnel and PARs/PSQs; verify prerequisite clearance and investigative requirements for access.
  • Process incoming and outgoing visit certifications and validate accesses.
  • Maintain personnel in Joint Personnel Adjudication System (JPAS).
  • Assist with the Security Education and Training Awareness (SETA) program to include OCA and derivative classification training, initial indoctrination, annual refresher, and termination briefings.
  • Prepare and route preliminary inquiries for security incidents; process unauthorized disclosure forms.
  • Process, review and validate DD Form DD254’s.
  • Assist and provide support to programs based on approved co-utilization agreements (CUAs) or memorandum of agreements (MOAs).
  • Develop and review Standard Operating Procedures (SOPs) and Emergency Action Plans (EAPs).
  • Assist with self-inspection activities.
  • Document control activities to include accountability and inventory, transportation plans, receipt and transmission, reproduction and destruction.
  • Maintain accreditation documentation for the facility, communication systems, and information systems (IS).
  • Create and maintain Fixed Facility Checklists (FFCs) (to include all required diagrams) and TEMPEST checklists; assist in maintaining physical security standards for approved facilities.
  • Provide guidance on the technical specifications for facility construction in accordance with ICD 705 and supporting requirements including TEMPEST, RED/BLACK standards and telephone security; assist in developing a Construction Security Plan (CSP) and conduct periodic security inspections; document any security incidents or deviations from the CSP, and verify site access control procedures are implemented.
  • Oversee information management systems used for the control of requisite materials within each program.
  • Ensure Information Systems are in accordance with Risk Management Framework (RMF) principles and subsequent Implementation guidance.

Qualifications

  • Five years of experience as a Contractor Program Security Officer or related position.
  • Five years of experience working with the following manuals: DoDM 5205.07 Vols 1-4; DoDM 5105.21 Vols 1-3; IC Tech Spec-for ICD/ICS 705; Risk Management Framework (RMF); and JAFAN 6/0.
  • Experienced with, and effective in, the briefing of large groups
  • Must be able to communicate professionally and effectively with Accrediting Officials (AOs), Special Security Officers (SSOs), Program Security Officers (PSOs), telecommunications and computer centers.
  • Proficiency with JPAS and Microsoft Office Suite..
  • High school diploma
  • JADS and DISS experience preferred.

Security Clearance

  • REQUITED: DoD Top Secret Clearance with eligibility for access to Sensitive Compartmented Information (SCI), and a current Single Scope Background Investigation (SSBI) or Federal Investigation Standard Tier 5 (T5) or Tier 5 Reinvestigation within the last 6 years.
